The real challenge of the National Recovery and Resilience Plan (PNRR) will be the role of territorial authorities—regions, provinces, municipalities, and metropolitan cities—in making the projects a reality. All PNRR calls directly concerning local authorities must be launched by June 30, with the goal of starting all construction sites by December 2023. According to ASMEL—the Association for Subsidiarity and Modernization of Local Authorities, representing 3,726 municipalities across Italy—this “game” is currently estimated to be 60% won.

For PNRR interventions aimed at municipalities, funds were initially set at €57.8 billion; as the measures were detailed, the amount decreased to €49 billion, of which €29 billion has already been allocated or tendered.

These projects, both large and small, largely benefit Italy’s small towns and peripheral areas. In Monte Grimano Terme, a municipality of about 1,000 inhabitants, initiatives are being proposed to combat progressive depopulation through projects such as an Albergo Diffuso and artisan activities, smart working stations, and the creation of the first 100% green village..
